Executive Assistant to a Portland City Commissioner from 1981 through 1986. Acted as a chief operating officer of a portfolio that included Bureaus of Planning, Buildings, and Transportation.

Executive Director of Multnomah Legal Aid Service from 1977 to 1981. Deputy Director of Multnomah Legal Aid Service: legislative experience and PUC rate case experience. As Staff Attorney he worked for legal services programs in Missouri and for the Massachusetts Law Reform Institute specializing in housing law, urban renewal, freeway location and environment.
